Officer Julie Jacks is described as an outstanding officer. But her distinguished career came to a tragic end today while working her beat near Parkridge Hospital. The man accused of pulling the trigger has been arrested. As you can imagine, family members, co-workers and friends are devastated tonight.

20 year old Isaac Eugene Jones III is accused of ending 26 year old police officer Julie Jacks' life.

Officer Jacks knew Jones III could be a danger to the Glenwood/Orchard Knob community.

True to her character, her profession and her calling, she responed to help.

But the horrible news came this afternoon.

Chattanooga police Chief Jimmie Dotson fought back tears when he delivered a somber timeline. Dotson said, "At approximately 2:14 officer Jacks was pronounced dead at Erlanger. " Chief Dotson paused and poised himself as fatal reality and pain set in for everyone.

Throughout the day, the news got worse.

Officer Julie Jacks, 2001 Chattanooga Rookie Of The Year, tried to help.

Chattanooga State authorities asked a man to leave its campus late this morning.

He ended up at Parkridge, apparently for a mental evaluation.

But he ran from the hospital.

Another Chattanooga Police Department officer chased him in his car.

Officer Jacks was in the area, and true to her training, she alertly responded to the lookout broadcast over her police radio.

Chief Dotson said, "Chattanooga police officer Julie Jacks confronted this individual. According to witnesses, the individual somehow was able to get the gun away from officer Jacks and officer Jacks was hit multiple times from rounds fired by the gun."

Neighbor Edmond Townsend said, "I saw maybe a police car, and I heard several gunshots that were fired."

The officer chasing by car slid because of the wet pavement.

He did not know officer Jacks had been hit until she made the call officers fear: officer down.

And the 26-year-old officer had made a great impression on many people in a short time.

Councilman Yusuf Hakeem said "It's a very difficult time, not only for the officers, but for those of us in the community. Our officers give so much of themselves and I guess this is an example today of just how far they will go."

School Patrol Officer Edna Mathis came to the scene on Kilmer Street just off of Ivy Street. Officer Mathis said, "It's hurtin', that's why we're here. She was our friend, a very good friend."

A feeling held by everyone here in the Glenwood/Orchard Knob area.

Officer Jacks was killed in this block behind me here on Kilmer Street.

Authorities at Chattanooga State had asked this man to leave..they were having problems with him.

When he left Parkridge, hospital officials say he did NOT have a weapon.

But now her family, friends and fellow officers prepare for her funeral.

One point of clarification: Chief Jimmie Dotson says after telling the dispatcher she was responding, later she called for help.

NewsChannel 9 has learned officer Jacks did communicate she was in the fight with the suspect.

Chattanooga police have not yet released the name or department of the officer who first chased the suspect by car.
