Just a few questions about this topic:
Does anyone now if this measure ever passed in Nevada?
How do police officers (in or not in nevada) feel about this measure?
Do you think it will lead to more/less crime?
Will it make a police officers job easier by focusing on more violent crimes?

I think this did not pass
Many years ago, the city of Berkeley, CA (yes that Berkeley) passed a similar ordinance. The police all said, this makes no difference to us, we still have to enforce the laws and they have not changed.
Most decriminalization efforts sort of focus on moving being found in possession of very small amounts to a civil violation (ticket/fine). Don't really change much in my view. Kind of a small thing anyway. In some ways like communities that pass ordinances banning dropping the atomic bomb. May affect the tactical options of the local PD, but maybe not if there is a State or Federal law requiring a bombs to be dropped. Sort of a statement of a political position rather than something significant. Like when congress passes a resoultion not liking something, means either they don't dislike it enough to pass a law about it or if they could they wouldn't be able to override a veto.
When the headline says "X has decriminalized marijuana" should not be taken as an invite to grow, import, package and sell to all comers or to stockpile enough to meet the Statewide Possession with intent threshold.
State decriminalization laws have no effect on federal law regarding MJ. Second, almost the entire advocacy of MJ law reform is being handled by the former NORML (National Org for Reform of Marijuana Laws) people. It is a poorly disguised effort to loosen federal drug laws, as they've been trying to do for years. Their leader is the former President of NORML.
