What is safarilands fine tac finish?

Is it more of a hard plastic feel? I'm getting a raptor for a glock 21 and I see there is a slight price difference between the normal finish and this. Are there any other differences?

Same holster, just without the additional layer of the basketweave, plain, or high gloss material. It is just the plain black plastic. I have one and love it.
