Hey all, saw that a new thread has been started and like I said, I would let you all know how the interview went.

First things first....
my time line:
10/2004: Applied
11/2004: Letter saying I was qualified
02/07/2005: Interview
02/17/2005: Received BI packet & returned in 4 days
3/10/2005: received call to clarify sf86
3/23/2005: BI started.....what next?

Well guys/gals, I finished my 2 hour BI interview this afternoon and have to say it went well and have very good feelings about the process. Supposedly, ATF has given my BI a priority (don't know why) and the investigator wants to complete my BI soon. I think he said by the end of next week. He does not have much to do...he told me that he only had to cover the "highlighted" areas which was present and most recent past employer/residence, get employment records and speak to some co-workers, friends and neighbors. I got the impression that if I pass the BI I could be on the way to FLETC (fingers crossed  ). I assume that since he only has to cover from roughly 2002 to the present, the ATF must have been able to use my previous BI for my current job.

I don't know what is going to happen after my BI is finished, the invesitgator speculated that those who get favorable adjudication should get a CO from ATF to report to FLETC after being if they accept the duty station offered (could the June class date Gibbarn mentioned be true  ); who knows...maybe someone who is currently with ATF can chime in. I was hoping maybe Gibbarn could let us know since he has already been through the process, but I guess he is MIA settling in at his duty station. I thought that we had to go to one more "hiring panal" after passing the BI, but the invesitgator was not sure. He assumed that after the BI was done, people would be hired and offered a slot. Only time will tell.

Simon and Recon, you two may be getting called in the near future. Mine took just a little over 1 month from filling out the sf86 to being scheduled for the interview. My investigator said that he had a few others to do in the area, but did not say an exact #.

The only questions I have now that the investigator could not answer were:
1)when do we find out the 1st duty station
&
2)what else is left after the BI? Poly? Drug Test? Medical Exam?
can anyone answer these?

any how I'll keep you guys up to date....good luck to all of you in the pipeline.

Having read the previously closed posts, i was curious if this job is mainly inspections and reviewing records. The title of Investigator seems to not really apply after reading up on it. (discrepencies are referred to criminal investigators, etc) This leads me to think they review records, books, etc and more or less stop there and report it. Should problems or wrongdoing be discovered, they stop and refer it to enforcment agents.

I read an old post where it was stated that they do no investigations and the change is in name only since there still atf inspectors.

Any likelihood they will ever do actual investigations of interviewing people, preparing evidence, meeting w/ AUSAS, etc or will it still be the above inspection of books, etc.

Thanks for the input

The purpose of reviewing records and books is to identify and initiate administrative and or civil proceedings for violations of the regulations and laws. It does involve interviews and IOIs do work with agents on cases and do prepare evidence and testify in criminal cases. However, the bulk of the work is inspection of premises and administrative which requires a significant amount of field work. Not an LE position and not going to become one but an important and interesting job. A pretty good example of where the positions collaborate in ATF would be a case where a corrupt licensee is dumping guns on the street and cooking the records. An IOI would be involved in recreating the inventory that moved through that location as both a lead and as evidence to be used in a prosecution. Similar work might involve missing and stolen explosives or the diversion of alcohol and tobacco products with the money going to criminal and terrorist enterprises. I would say the majority of the IOI work does not involve working with the agents and vice versa but that effort to keep the legitimate industry up to snuff is a key element in preventing bad things from happening to good people.

Hello candidates, where can I pull up a seat? I just interviewed this week and my timeline is running a bit later than most:

Applied: Nov 12, 2004
Test: Jan 10, 2005
Letter stating I was qualified: Feb 2, 2005
Interviewed: March 22, 2005

It seems as if everything is moving at a consistent pace. During the interview, I was a bit surprised to learn how little the interviewers really know about placement. They were, however, very candid about the fact that most people passed the interview. We'll see how long it takes from here forward to get a BI packet.

Hopefully I'll see some of your real faces in June or beyond!

I was told if one of the five choices that you picked did not have a vacancy, you are sort of "looked over" and they go to the next candidate. I don't know if it means you're completely out of the game or if they put you aside until sometimes opens.

I was also told if you receive a COE, and you pass the BI, it doesn't guarantee you a spot anywhere even if you picked a location that has a vacancy, but rather, they match you up against all other candidates & picked the most qual'd.

Can anyone verify this? I was told a lot of offices on the west coast need people. Again, can someone verify that?

Illini02
03-26-2005, 16:14
If that rumor is true, and people were notified only if one of their five choices had a vacancy, can I ask those already in the pipeline what their choices happened to be? If you don't want to give cities, how about geographical areas.....were any of them in the Midwest or Southeast? Just curious. :)

justice07
03-27-2005, 17:12
I also got the impression during my interview that if I wanted to go out west, I could practically go anywhere I wanted. Arizona and California were both suggested as "good options".

I only chose places in the midwest and was told there was a slim chance I would get any of them. :( Also of note, the interviewers suggested that the DC area was not in need of any IOI's at this time.

Simon
03-28-2005, 13:28
During the interview, I was also told that the 5 choices were just a wish list. If an offer was made, it was still based on the needs of the ATF. That shouldn't come as any surprise. As for me, I picked all midwest areas.

To the question of when assignments are made, I've heard from a couple different sources that assignments will come prior to FLETC and be part of the COE; ie: "We're offering you [insert city here]. Take it or leave it."

Does this jive with what everyone else has heard?

I don't know if the 5 I picked have vacencies, but I picked 3 cities in TX and 2 in CO. Although, there is really only 1 city I would really take to start my federal employment and move later (Okay ATF hiring person :winkee: ). For those of you that got hired with the Federal Intern Program announcements, is there going to be any other 'steps' before receiving a COE? I asked my investigator, but he said that he thought that the BI was the step prior to receiving a COE or duty station assignment. Anyone know?

I don't know what happens after you meet the BI, I met mine in late December, was sent in January. I didn't hear anything until two weeks ago, I got a call from HQ, asking some basic update questions for my background.

I believe backgrounds need to be update every 90 days or so, that is about how long it was from completion to update.

Gender wise, pretty close to 50-50. Federal fiscal year starts October 1; not July 1. Used to be July 1, but Congress, stuck as always in getting this done moved it way back in the 70's and gave us the year with 5 quarters. Apparently, you can only use that dodge about once every 50 years or so.

I met with my BI on March 31st. He told me that he has to have my background done by April 22nd. I don't think he has started talking to people yet. I am probably one of the only people that applied for this job that doesn't wan't to get hired too quickly. My reason for this is that I make my GS-11 with Customs at the end of July. If I am a 11 when or if they offer me the job they will have to match my GS-11 pay. I would come on as a 9 step 5 or something close to that. I wonder if we could actually get job offers within the next four months. If that happens that would be lightning fast for the gov't. It took 14 months for me to get hired by Customs. This job is on pace to get me hired in well under a year.

When I had my BI done for Customs back in 2001, they took 1 1/2 yrs to complete from start to finish. ATF is moving along very rapidly, make you wonder what the rush is  .

Just a heads up. I'm meeting w/ my BI investigator later this morning. I'll post this evening with any new information. Unlike TX22, I'm hoping to get an offer ASAP. Graduation is looming closer and closer and having a job offer would be a nice graduation gift.

Good luck to all. More later today...

TX, I hope you get what you want. But I am with Simon and 3T, I am hoping for a quick offer. I have no source for this (other than Gibbarn, still MIA) but if they are going to field a June class, then they will probably be hiring soon (and hopefully it will be us!!!). I am not looking forward to being away from home for 8 weeks. I haven't done that since boot camp (a long time ago). I have already checked into the cost of flights from that airport right on the edge of FLETC.

Good luck to everyone. Let us hear from you. If you hear a bunch of hooping and hollaring from TN you will know what it means.

You know what Turner, April 22nd may not be the exact date. I have been so busy lately that I may (probably!) have heard wrong. I have been working a lot of doubles and for the last two weeks I have been on leave visiting my family in Houston. I have been living out of a suitcase for a while. I also was in one of best friend's wedding. So, yes I have been MIA for a while but now I am back. I hope everything is going good for everyone. The BI actually met me here in Houston while I was on my leave which I thought was kind of odd. It seems like he is in a big hurry.

Just got done with my interview with the BI investigator. Is it just me, or does it wear anyone else out to have to answer all those questions about yourself? I guess it's just nerves and wanting the job so bad that makes it feel that way. Anyway...

Nothing new that hasn't been posted by Recon, 3T, and TX22. My packet had "priority" listed on the front and he said he needs to have it completed by the end of the month. He couldn't tell me anything else, but I left the room with a good feeling. Now, back to waiting.

Hang in there Illini02.

TX22, I don't think it was odd that they tracked you down while you were on leave. It only goes to show that they have a priority on your BI and did not want to wait till you returned :D . You must be a walking zombie after working all those doubles then going on leave to a wedding.

Well I guess were are all in the wait game now....I wonder who will get the first COE now that our BI's are done/started. .....for now, I suppose that we all have to go the "GOV waiting room" in our head to pass the time working at our current job....

Usually by snail mail...at least the one I got with Customs in 2001. At present time, not sure...and with ATF, I'm sure snail mail also. I have seen though some people have gotten phone calls.

I just got some info today from the ATF today. I called and spoke to a very nice lady and I asked her a few questions. She told me that there definitely will be a class in June BUT that class will be filled with people who have already completed everything. She said most of the people in that class should be finished everything right now. The only way any of us will make that class is if our backgrounds get done relatively quick and some of the people in that class turn down whatever city the ATF offers them. Now some better news.....There will be a class right after that in August. It is very possible that some of us could make that class. I say possible because the classes only have 48 slots. There have to be more than 48 people right now across the U.S. trying to get this position. After the August class there will not be another class until after the new fiscal year in October. Everyone keep their fingers crossed and hope we can make that August class.

TX22, great news & thanks for the intel. Now the only thing left to do is to figure out a way to mentally manipulate the mind of the person who determines which city we are assigned  and get us to the cities we want to go to. Or should we cut off the supply of hooch to the drunkin' monkey? :D

Anyone have any insight into what cities are in need of IOIs?

I'd be willing to wait till the August class if the COE was for one of the cities I picked on the wish list. Just a little wishful thinking on my part. Guess I should wait for the BI to be finished before I put the cart before the horse.

My BI seems to be clicking right along. The investigator's already met w/ close to a dozen people since our initial meeting earlier this week. My phone hasn't stopped ringing from everyone I listed on the SF86 calling me to give some ribbing about an ATF agent who's recently come knocking on thier doors.

The investigator came by my house last night to speak w/ my wife and said things are looking fine so far. It's getting very difficult to contain my excitement and concentrate on finishing my assignments before finals. :bounce:

Once again, good luck to everyone!

Simon, I know how you feel. I too and getting jumpy at evey phone call and running to the mail box everyday. I spoke to my investigator this morning and he said that he had already sent my BI up to HQ, so all I had to wait for was adjudication and the COE. Its just too much to handle.....my bosses at work are already ribbing me with remarks like "There is just no work to be done around here, but once someone leaves to the ATF, some of the other investigators will have some work to do." and I say, "who's that, I wonder who is getting looked at by the ATF?"

Recon,

I didn't clarify before, but the reason he needed to speak to my wife is b/c I listed her as the person to confirm my period of unemployment during my first year of law school. I don't think spousal interviews are a normal part of the BI for this job. Probably just w/ an actual 1811 position. Sorry if I gave you a heart attack.

Did you take the 2/05 BAR? I was under the impression you'd already been a practicing member of the "dark side" for awhile now. :vader: Good luck with that. I'm sure you did fine. Hopefully, I won't have to worry about sitting for that thing in 2/06. I didn't even bother applying for the July exam b/c of the chance of getting this job.

Thought I'd let you know Recon started a new IOI thread today. I'm somewhere near the end of my BI. I'd consider moving for this job so long as it wasn't to either coast. Call me crazy, but I prefer the midwest states.

There is a number on the letter you received that told you what GS level you were qualified for if hired. If you don't have that letter go to the ATF website and find the HR # there are two numbers make sure you call the regular # not the one for SA.

...........and are you sure you want to go for 8 weeks of training immediately after you get married?? :o

I was rated for GS-09 in Oct/04
Interviewed in Seattle in Jan/05

E-Mail Request clarification on BI in Mar/05
The waiting has begun!

I am not sure if anyone knows this but Clinton signed an Exec Order mandating one agency to use another ones clearance, but as usual with any directive it came with a ton of exceptions. Any one with any knowledge of this I would sure like the EO number so I can look at it myself.

<Edit> By the way my locations were:

Ft Worth, Tx
Dallas, TX
San Antonio, Tx
Las Vegas, NV

Just to compare, if it anything like the last agency I worked for , they use those to determine where they don't want to send you !!! LOL
