Are any of you familiar with the impact that the proposed BRAC (Base Realignment And Closure) has on the NGA (National Geospatial-Intelligence Agency)?

NGA will consolidate their eastern offices at Ft. Belvoir, Virginia. According to "Millitary Geospatial Technology" (online edition), "This recommendation is a strategic consolidation of the personnel, equipment and functions of NGA’s 22 legacy organizations into a new geospatial intelligence consolidated campus. It consolidates multiple NGA National Capital Region-based intelligence community activities now occupying small, government facilities and privately-owned leased space, to a secure Department of Defense-owned location, reducing excess capacity and increasing overall military value."

"This recommendation could result in a maximum potential reduction of 5,260 jobs (2,833 direct and 2,427 indirect jobs) over the 2006-2011 period in the Bethesda-Frederick-Gaithersburg MD Metropolitan Division..."

What's the difference between "direct" and "indirect" jobs? Does anybody know how many Intelligence Analysts positions will be lost/consolidated? :(

Direct jobs are those belonging to an organization that is being moved or closed. Indirect jobs are those jobs which serve the direct employees of an organization which will be affected by the transfer of positions. Things like maintenance folks at the small government leased facilities, nearby deli shops and the like. Of course, if a commercial entity expands into the space currently occupied, then there may not be a loss of indirect jobs.

From talking to some folks at NGA not too long ago, consolidation of their Eastern locations was already in the planning stages prior to the BRAC announcements, so it's not anything new. NGA is a relatively small entity, but its Eastern offices are currently spread out over something like 14 locations in and around DC. Given their size and mission, I would be surprised if this reorganization would have a major impact on analysts (other than affecting commuting distances and location) since those jobs have less duplication of functions...it is more likely to impact other positions such as security and tech support since those functions can be consolidated in fewer jobs at a single location or transferred to Army personnel at Fort Belvoir.

I wouldn't imagine this will have any impact on analysts, other than the ones that don't want to commute to Ft. Belvoir and decide on their own to quit! Ultimately this will be a good thing to IA's working in the beltway as most job sites will be consolidating to one location. As nsdnet said, there alot of locations in the NGA footprint, that comes from them being a fairly new agency that had several predecessor organizations. No more trooping from one location to another for meetings. No more having to worry about taking that position with another branch, but having to switch job sites, etc. That said, the move is a long way off and BRAC is a very political process, so don't hold your breath. I'm guessing it will and personally hoping it does happen, but it's all just beginning.
