I am not sure about all the facts but the story was about a Canadian. The news reported that a Canadian Officer with his own dog came to NY to assist in the resuce/recovery effort. It was reported that the officer was suspended for not clearing this through the chain of command.

Any thoughts or additional info?

I heard he was out on some type of sick leave and came down with his department owned dog and found the last survivor but he got caught because he got interviewed by the media. I think they could have said bad boy for going while on sick leave but good job and left it alone.
