Florida Cost of Living

I'm always looking at employment pages on the internet. In Florida, why is the pay so low? Is it a low cost of living. I'm making $26k annual right now and it seems to be average around here.
Down there with the exception of Southeast Florida, it seems the average is about $22k. Is there that much of a difference?
Anyone have any insight?

That is a site with a Cost of Living Calculator. It's the best I could do real quick. If you plug in "cost of living calculator" or "cost of living by state" into the Yahoo search engine you should get several options to choose from. Cost of living is generally lower when you go south. Even though I thought FL would be different. I guess not :)
