Charles County. Md SO

Does anyone know about this SO, or the area around it? Do they perform full police duties, or are they just armed jail guards? Any help would be greatly appreciated.

Very densely populated suburban area. Suburb of DC, although it’s about 30 miles from the Capital. Mostly medium income families. The Sheriff's Office is a full functioning police dept. I imagine others can offer more details about the area and dept.
